Challenges in the area

Around Shibuya Station, redevelopment is expanding spaces where people can interact, collaborate, and take on new challenges. However, there are the following issues.

  1. Although the ward and area management organizations receive daily requests from users wanting to undertake initiatives in Shibuya, currently only a few stakeholders have a comprehensive understanding of spatial information. This makes it challenging to implement new initiatives that utilize these spaces.
  2. Although usage reports and other records are accumulated by each space’s management and operational administrators, they are not being utilized for analysis, evaluation, or for disseminating attractive information.
  3. For the urban spaces (plazas) managed by Shibuya Ward that are planned for future development, mechanisms and procedures for their use are being considered. However, to promote the utilization of these spaces, there is a need to develop highly convenient services that are in line with current trends.

Direction for problem-solving

  • Collecting and organizing spatial information for the central and surrounding areas of Shibuya Station, and making it available to users to promote the utilization of these spaces.
  • By enabling centralized confirmation of usage records, we can achieve community development that involves many stakeholders.

  • Centralizing urban spatial information owned by public and private entities in the Shibuya Station area, and providing an information service that allows users to check and search for various spaces.
  • Providing a service that aggregates information on how each space is used, allowing users to view the utilization records of urban spaces.
  • Providing an online service for urban spaces managed by the ward, allowing users to handle everything from application to reporting.

Desired state through the implementation of the service

Promoting the challenge of space utilization by various entities, leading to collaborative urban development through public-private partnerships, while also enhancing and streamlining urban development through data utilization.

  • Space users

    In addition to existing space users, prospective users such as startups, who previously found it challenging to utilize spaces, can now more easily use plazas and open spaces. Visitors can enjoy the unique experience value of Shibuya, where diverse people are active and visit. Furthermore, for spaces managed by the ward, the procedures related to their use can now be completed online, improving convenience.

  • Space managers and operators

    With the involvement of various stakeholders, it becomes easier to evaluate the effectiveness of plans and consider the future of urban spaces, promoting collaborative urban development. Additionally, by making spatial information more accessible, it helps attract individuals and organizations from across Japan and around the world who are looking to engage in cultural and business innovation.

Project Outcome

On Friday, December 13, 2024, Shibuya Ward launched the space information site ‘SHIBUYA CREATIVE JUNCTION,’ which consolidates various space information around Shibuya Station. The site allows users to search for and apply to use desired spaces, and provides information on space utilization examples, events, and activities.
