Approach to solving area issues

Challenges in the area

Disaster Prevention

  • It is difficult to obtain appropriate information during a disaster due to information silos and the transmission of inaccurate information.
  • There is no tool that provides disaster prevention information specific to the visiting area.
  • There are few tools available for disseminating information about temporary stay facilities (such as their availability and crowd levels).

Commerce and Transportation

  • There is no real-time, one-to-one information delivery to visitors, which fails to motivate them to engage in consumption activities within the area.
  • The visitors to Takeshiba Pier (travelers to the islands and island-related personnel) are not being sufficiently encouraged to explore the area or contribute to the local economy.
  • The integration of maritime-related data is not being achieved.

MICE

  • The Hamamatsucho, Takeshiba, and Shibaura areas have 18 convention facilities where numerous events are held. However, the event information for each facility is not centrally managed, resulting in a lack of participant movement between facilities.
  • The information for navigating MICE facilities and their surroundings varies in detail depending on the level of interest of the MICE organizers. In some events, this results in participants not exploring the area at all.

Direction for problem-solving

Disaster Prevention

  • Tools using LINE, which has a low barrier to user participation, will be implemented to provide: 1) disaster prevention information during normal times, and 2) real-time information during disasters. Additionally, information on the availability and congestion levels of temporary stay facilities, which is currently lacking, will be distributed via LINE, facility signage, AI signage, and pedestrian deck signage (currently being installed). During disasters, this will encourage visitors to the area to change their behavior, avoid crowding at stations, and take optimal evacuation actions.

Commerce and Transportation

  • Real-time information distribution for visitors and workers (coupons, ferries): By integrating LINE with the urban OS, dynamic distribution of coupons and discount vouchers will be provided to visitors and workers in the area to encourage economic consumption. Additionally, real-time transportation information related to the islands (ferries) will be disseminated, enabling effective use of waiting times for those staying in the Takeshiba area, island visitors using Takeshiba Pier, and related personnel.

MICE

  • Development of an Interactive Map (MICE): By creating an integrated interactive map that centrally provides information on the 18 convention facilities scattered throughout the area, as well as dining options, unique venues, workplaces (such as cafes), and event details, the goal is to facilitate smooth navigation for MICE participants and ensure the seamless operation of urban MICE events.

  • A state where the LINE disaster prevention service is widely adopted by visitors and utilized to enhance disaster preparedness.
  • A state where the status and congestion levels of temporary stay facilities in the surrounding area are communicated to visitors through city signage and other means.

Commerce and Transportation

  • A state where real-time incentives based on city data are regularly issued through integration with the urban OS, encouraging movement and exploration within the area.
  • A state where Takeshiba LINE is established as a tool for accessing city information

MICE

  • A state where the interactive map is completed, allowing MICE organizers to centrally manage information on convention facilities, accommodation, and other relevant locations.
  • A state where MICE participants can access sufficient information to enhance their stay, promoting movement and economic activity within the area.

Project Outcome

In February 2024, a real-time information dissemination service linked to the Takeshiba Area Management official LINE was introduced. In December 2024, the following services were launched: a disaster information service via LINE and signage, a ticketing service, a water transport operation information service, and an interactive map for MICE users called “Shiba Tokyo Bay MICE Map.”

    Providing regularly area disaster information and push notifications of disaster information during emergencies.

  • Real-Time coupon Issuance Service

    Issuing coupons that can be used at restaurants and other establishments, linked with real-time information about the area.

  • Event Data Integration with the Otemachi-Marunouchi-Yurakucho Area, Water Transport Operation Status to the Tokyo Islands, and General Ticketing Service

    Disseminating event information within and outside the Takeshiba area, as well as the operation status of regular ferries to the Tokyo Islands.

MICE

  • Shiba Tokyo Bay MICE Map

    Providing MICE participants with information on restaurants, accommodations, MICE events, and local recommendations.

Data Integration Visualization Platform

  • Building a “Digital Twin Platform” to visualize real-time data, strengthen collaboration between businesses, and create new value.
